Why Wouldn't An NFL Team Sign JaMarcus Russell?

I love comeback stories. They are always great, no matter the sport. There's a Sports Illustrated video coming out today with JaMarcus Russell, the former Oakland Raider. He talks about wanting to play again for an NFL team. This is a no-brainer for a struggling franchise a couple years away from competitive football.

NFL failed multiple times with this concept, but this is exactly why we need a D-League for football played in the offseason. Imagine Russell suiting up for an NFL AAA roster and being awesome then coming back full time?
